This was a relatively unprecedented incursion. For years, Palestinians have only fired rockets, that the Iron Dome readily handled, dug tunnels to sneak in for suicide bombers, etc.. I couldn't tell you the last time a force of any size crossed into Israel. So there was reason to expect that, even near the border, it was relatively safe...in comparison to rocket launches that could reach much further.
And you shouldn't try to equivocate about "human shields" between a relatively safe area and literal terrorists hiding in hospitals and school to shield themselves from retaliation. These "both sides" arguments are effectively anti-Semitic.
You can't "force" people to attack innocent civilians. "Armed Islamic nutters" couldn't turn up at that pop festival until AFTER they had already invaded.

Hell, there were missiles recently fired from Yemeni Houthis, which doesn't even border on Israel.
